For most travelers, Puno is a waypoint on the road to Copacabana and the Bolivian borde fiesta onliner. I had hoped to reach La Paz and trip into the high desert, but decided not to mess with the border bureaucracy. I didn't mind the $150 that U.S. citizens have to pay, but a passport photo, itinerary and proof of bookings, and a notarized bank statement seemed excessive.
